My Fix for CTD.
Okay so anyone wondering a way to fix their crashing to desktop issue, well my fix was with the firewall. Go into your firewall setting and create a new inbound rule for the PRlauncher.exe and the PRBF2.exe. Once I created these rules, I was able to play without problems. Hope this helps!!

Standard Windows Firewall. No other special applications.
EDIT-Make sure the rule is allowed on all users, profile set to all, "Enabled-Yes", no override, and Local Address through Allowed Computers=Any.
