The smoke launcher of the uparmored 50cal hmmwv does not rearm. You can fire every tube twice but it does not rearm at the supply depot.
Steps to reproduce: get hmmwv, fire smoke, wait forever in supply depot
Tested on: Mestia STD, QRF Server

I had similar problem with Stryker at Karbala. I fired both shots and went to the supply depot at main. One smoke shot rearmed, but it was never loaded "inside" to be used (waited for about 5 minutes at main, then went out and were killed in about 15 minutes, still nothing changed with the smoke launcher).

Four salvoes, not two. You have to fire all four to get it to re-arm.
Was it working when you'd fired all four salvoes? (16 grenades)
With the Stryker, you may need to manually reload smoke grenades.
