The more that sign up the more recognisable and usable such petitions are in business meetings. On the flip side however - petitions are also used in meetings to demonstrate a lack of demand too, so failure to spread it further can also have the negative effect of guaranteeing failure.
So..... why set a goal?

EA needs to think of this in a positive way. Giving up the Engine will slow down the dev team from making PR2 in the future when shittier games are still coming out, because in the future when the industry is still taking shortcuts and making stupid design decisions just to sell a game for a year, then PR2 would be the most dangerous game to them.

They should really think about it as PR will always be underdog on BF2. Most regular gamers will still avoid playing PR on BF2, but for us ;) we'll keep on playing.

Stop with the petitions for Open Source BF2, get ready for PR2 on CryEngine 3.

Even if open source happens, the damn devs now have to spend time upgrading the engine, when something new is up and available for use; it's wasted time.

They're two different teams. If Refractor got open sourced, the PR:BF2 DEV's could work on that while the PR2 DEV's would keep working on PR2.
