Think this is photo shop not top gear. The royal navy no longer uses the harrier and I have never seen that photo on top gear in the past.

It only reminded me of Top Gear.
That Land Rover was supposed to be the captain's personal car for when they stop at ports.

lol I've never seen that picture before, interesting 
That's a Sea Harrier FA2 on the deck, which was retired in 2006 so its an old picture for sure.
The city itself also corresponds with that time line as far as I can tell. It has the old sea wall, and old street lights like you can see here, these shots taken in 2003:


Where since then, not sure when excatly but the sea front had quite an update with the new lamp posts, sea wall etc, which is the one I've got ingame:

And I've seen RN warships in its harbour before although normally a Frigate or Destroyer but could believe an Invincible class could also visit their as the UK has close ties with Oman as well as its in a pretty good location for resupply.
But ye, doubt it has anything to do with Top Gear

Eight years ago, little Rhino started up BF2 for the first time, not knowing that the game would eventually make him an expert on a seawall of a city on the Arabian Peninsula.

Back in PRMM v0.2 I decided I wanted to make a "city map for the little bird" since back then, the littlebird was the only custom vehicle in PR and wasn't really on any maps, and just googled places like Oman etc and found pics of Muttrah and was instantly inspired to make Muttrah v1 off of them

Then once PR outgrew Muttrah v1, I had to make a far more realistic v2 which required gathering up loads of refs and sorting though them etc, although back then that was much harder as google earth didn't have any high rez satellite images, and just had to rely on google for my pics
Now you can find soooo many more.
Still much more I want to do with the map thou which I've never gotten round to doing

Muttrah v1 was huge in my memories, but looking at it now you could have just build the city on the carrier
