I merged your thread with this one because the layer you're talking about is the new ALT layer.

You are correct. This layer is to simulate Day Two of combat. The US has taken control of the chemical weapons and is now pressing north towards the MEC airfield. The theoretical reason that both flags have a very slow bleed is that the US would not want the chemical weapons to fall into enemy hands again, but there are also two gameplay reasons. If you noticed, the US does not have to worry about Oil Fields or Vehicle Checkpoint anymore, so there is no other flags behind them to trigger a bleed. So I made both flags carry a very slow bleed. The MEC don't have a bleed on the city but if the US captures the north shore, then it's a very fast bleed (i.e. game over). So the MEC has some incentive to try to capture one of the US's flags but still defend, while the US has a huge incentive to cap out the MEC but also can't lose ground and give up the weapons sites. Also, remember that once either team neutralizes a flag, they don't have to defend the dual-flag set-up (unless they lose it again).

Lastly, you said everyone will defend and not attack. If there's one thing I've never worried about in PR, is that everyone will defend. LOL

Give the layer a few more tries so players get used to the mechanics and let me know if it works better then.
