French faction missing restraints on Op Marlin Insurgency

Description:
French kits doesn't have restraints for arresting civies and stabbing a them with the bayonet count as kill, leading to loss of intel points and team score.

Steps to Reproduce:
Spawn as a French selecting a kit that is equipped with the bayonet, like rifleman. Attach the bayonet and stab a civilian. You get a warnign that you have just KILLED an unarmed civilian and your team score goes to -100.

Expected behaviour:
Civilian gets arrested instead of getting killed.
