The mak is significantly smaller and lighter than real service pistols, I don't know how to model that in game apart from maybe better handling characteristics or deviation numbers.

A minor damage buff should be added for gameplay's sake, bring the pistols more in the same level. No need to over complicate things with pages of statistics to prove the point.

If PR is about realism, the Russians have a Patton on a holster that automatically chambers a round when they draw their sidearms.

So if we add that in game, the Russians should draw their sidearms faster than anyone else ingame because they don't need to chamber a round.

Why is no one supporting this idea? It's a great one! It could make up for its low damage with a quicker draw time.

Because those holsters aren't endemic to russia, and plenty of people carry sidearms with a round chambered anyway.

Edit: a bit like how no one does abbreviated reloads in pr (except for that one insurgent g3 reload) even when being shot at.
