Error after clicking "play" in the launcher

A friend of mine who wanted to start with PR tried to start the game, but when he clicks "Play" PR gives an error regarding VC Redistributable 2012.

What could possibly be the reason when the error still appears after updating VC Redist 2012?

Edit:
After not being able to update due to the 1212 Error, he updated manually all through to 1.1.4.0 but the launcher requests VC Redistributable 2012 and just won't start.

After trying to reinstall everything and using the registry file it still tells him that the dependencies are not installed.
