Roll your computer clock back to March 15 2014. Launch PR, and it will offer an update. Update the game. Once the update is successful, change your computer clock back to the current date/time.

Check that your antivirus/firewall is allowing the PRLauncher.exe and PRUpdater.exe files to access the internet.

well, I was more hardcore, I disabled anti virus and it worked, I am grateful for the help friend
