Yup that must be it. One of my clanmates also had this issue yesterday and he was also playing Watch Dogs before, so did I when it happened. But it seems it doesn't hjappen every time cause I didnt have that bug yesterday despite playing WD some time before.

Ubisoft made use of their awesome hacking-engine and is succssefully taking down their competitors on its customers PC's lol.

I do own Watch Dogs and did play it right before having this issue. I contacted the Devs to look into the possibility that Watch Dogs and/or Uplay is the cause.
At first glance it sounds too weird to be true. But I'm not discounting as we have had three separate reports on this thread in such a short time frame.
Could everyone who own Watch Dogs try this:
Reboot
Play Watch Dogs.
Play PR.
Reproduce the mouse freezing problem.
Close PR.
Manually shutdown the Uplay service in the task manager.
Play PR.
Report if mouse is frozen still.
Please be specific in how you respond to the thread as to not confuse the multiple possibile issues we're looking at, thanks.
So, this is just the most basic testing of the theory, to start.
I don't own Watch Dogs so I can only offer some troubleshooting suggestions, hopefully a Dev or one of the communities Windows coding gurus might offer us some deeper insight. Let's give them as much to work with as possible.

Watch Dogs seems too far fetched.

Can't find any Uplay service running after having shut it down together with Watch Dogs itself (step 3 above).
Before shutting down PR completely I tried resetting all my controls from the main menu and then joining back to the server. This did not help at all, cursor still frozen.
Restarting PR at this point does not help.
Will try rebooting and launching PR without having played Watch Dogs.
EDIT: Ok, so the above reboot and not play Watch Dogs was successful. No mouse freeze in PR.
I want to clarify that the only thing separating the above described reboots and launches from each other is Watch Dogs. In all other means they are the same and I have the exact same programs running in the background (TS3 & Steam).
EDIT2: Right. I am now sure that Watch Dogs/Uplay is causing this issue. After the reboot above (after which PR worked), I fired up Watch Dogs again, shut it down and went back to PR to see if the mouse would still work. It did not.
So, going from a functioning PR to a PR with mouse freeze is simply a matter of launching Watch Dogs.

However instead of restarting my PC, I was able to regain mouse control in PR after only logging off and then back into my Windows account (Win7Pro here). If more can confirm that this works we can prove that the problem is caused by something that runs under the user account and not under system privileges (like services).
