Starting a New Public Server?

Hey just wanted to know what it takes to start my own server. I'm tired of constantly being kicked from games right when the action is at it's most intense. I have a friend that constantly runs servers 24/7 for all types of games. What do I need to do to get things rolling?

Find 500 new regulars to seed a server during peak hours 7 days a week.

Everything else you can just throw money at.
