Hello,
I just upgraded my video card hoping to see some performance improvement - But, with everything set to high, it's it's usually above 60 when out in the open but in the cities it sometimes drops down into the 20's
Operating System : Windows 7 64 Bit
Motherboard : Nvidia Nforce 790i
Processor : Intel Core 2 Extreme X9770 3.20GHz
Memory : 4GB
Video Card : Nvidia GEFORCE GTX 780
Is it time to upgrade my MB and CPU? Are there any PR graphics setting I could tweak to get me some better performance?

Right click project reality bf2, properties , compatability, run in 256 color mode and also tick run in 640x480 resolution.

Try downloading bitsum processlasso x64 free version and installing it. https://bitsum.com/processlasso/
set PRbf2.exe and PRLauncher.exe to gaming mode in processlasso. https://bitsum.com/docs/pl/Gaming%20mode/
Are you overclocking your CPU?
the bottleneck is the single thread performance of the X9770.
I started out playing PR on a Q8200 then upgraded to a Q9550, then OC'ed the Q9550 from 2.83Ghz to 3.2Ghz, and saw an improvement. You CPU is 3.2 stock, but OC'ing it to 3.4 or 3.5 might show a real improvement along with bitsum processlasso.
Overclocking seems to be easy on the NVIDIA nForce 790i Ultra SLI, so that's a thing to look at.
At this point the CPU/Mobo are end of life for a gaming rig, but have a long life as a home PC, home server, etc.
