All of these issues are firewall/anti-virus related. make sure to turn it off or use whitelisting so that PR files aren't being checked by anti-virus.
In general though, just get a better anti-virus cause this shouldn't happen.. These false-positives are strange.

I have already tried to exclude(Whitelisted) these files from getting scanned and it still does not work, I am still getting the same error. And I will not be spending $60-$100 on another Anti Virus just to play PR, BitDefender is an amazing and trust worthy Program. Just like you said this is odd that this is happening. Sorry if this comes off as rude for I have been up all night trying to get PR to work. But shouldn't you guys be trying to figure some sort of way to fix this or a way around this cause what you said I already tried a while back and has not work, and is not helpful to me at all. Well I and 99% of others installed PR fine with our own firewalls and virus scanners without getting these issues. Other then virusscanner make sure your permissions aren't all blocked in windows so that programs can use those files.

I just malware cleaners when I do have any issues with those and have a decent firewall with Comodo.
My suggestion would be NOD32 and Comodo Firewall.

Alright, so what I am going to do is re DL the ISO.torrent, download the ISO, then extract with 7zip, and check the permissions of the folder the ISO makes.

I don't think redownloading or even reinstalling is necessary at all. It's clearly a permission issue. Which can be caused by things intefering with permissions. Windows, anti-virus, firewall, ...

Since the devs probably won't be able to fix this all I can say is everyone who has bit defender report the false positive, I've already talked on techinical chat and they said it would take around 72 hours to determine whether the file is clean or not.
Once they've done it, it should stop detecting it.

Ok so I got it to work by turning off on access scanning in my Anti Virus(BitDefender) I am able to hop in servers and play but, what could be making PR in on access scanning options that make PR not work that I could turn off so that I could have on access scanning left back on?

Well it's on bitdefenders end. They think there is a virus file in our files(which isn't true obviously) and block it. This is called a false positive. You can report this to bitdefender so they can fix it.
Another solution is add the entire pr folder to bitdefenders whitelist so it doesn't look there anymore. See here for that :How to add exclusions (exceptions) in Bitdefender 2015

I have tried this method already in does not work the only way I got it to work was turn off on access scanning but with that turned off malware can infect my computer. Im just gunna have to wait to see if BitDefender support finds false positives in the exe. I sent them if this does not work then Im done trying to find a way I'll just wait for squad. there must be a reason aswell though that this problem didn't happen with previous versions of PR only 1.3? Like I said in another post bitdefender had no problem with 1.2 or any other version this is the only instance i've had it flag a game file

Ya, unfortunately, I give up. I tried excluding the folder, it didn't work. I tried excluding the setup.exe, it didn't work. I'm not even going to bother with turning BitDef off because that hasn't worked for fin because he had to reinstall it every-time he turns AV on again so it isn't going to work for me. I'm just going to wait until BitDef verifies that the file is indeed a false positive and releases an update for this.
