Why do you need C++ installed?

I read the installation guide and it says you need .NET framework , DirX 9 etc. but why C++?

NET and DirX are already installed but not Visual C++. Where do I get it (or am I misreading something).

ooops..just realized that 2013 visual C++ redistribute is already installed and that must be what is being referred to.
