iirc germans on silent eagle spawns next to the road without cover and also on vadso I think the russians don't have any protection aswell.
Mortar attacks are currently allowed. For 2 reasons, I want to see how much damage they actually can do and it takes a lot of teamplay effort to set up a mortar, and shoot it accurately (spotters, reloading). So a mortar that successfully hits a base needs to go through a lot of steps involving very tight teamplay to accurately hit something in a main base.
- Mortar has to be placed and built
- Has to be resupplied with ammo
- Requires a spotter close to the target
(and this is tricky because on some maps the spawn protection areas are so large it is hard to get into a position where you can overlook the base).
- All this requires the mortar to be not opposed by enemy forces. And you need a really sneaky person to be a spotter without getting killed.
-When it actually hits in the base, a mortar shell is not strong enough to damage tanks, only apcs and trucks, and I believe an apc needs to be hit almost directly to die from a mortar shell. And there is a maze of hesco walls partioning the base to reduce the blast radius.
- If after all this a mortar still hits an important asset or a squad about to load up, then congratulations to the attacker, he jumped through a lot of hoops for that.
That is a squad of 3-6 people having to do busy work when they could be running around shooting stuff. It takes dedicated teamplayers to set a mortar up

I almost never played vadso and it is not in the current map list so I would have to examine the map. As for silent eagle, I believe the spawn area is very forested and a spotter would have to get very close to spot. And the spawn area already restricts coming too close.
as for the benefits? It adds tension to the gameplay and makes the nice fortified bases feel more real because they serve an actual purpose. When you see mortar shells hitting the base you will make actual use of the base layout by physically cowering behind it. And it is a reality of modern warfare that you might get attacked in a base.
