Error 59: Update Failed

Good day

I tried to update from 1.3 to 1.3.1 but get this error.

"Error 59: Update Failed"

I've got a **** internet connection so I downloaded the patch manually. But after installing it I get the error message.
I used the manual method because I have a blinking internet connection but now I need the internet to confirm installation.
Is there anyway to get around this?
