FPS / Lag Problem in Game

I have good computer but when i play PR specially in smoke fps goes to around 10 and it becomes laggy. Also in cities i can feel lag. I can play Far cry 3, Arma3, Arma2 etc. very vell. All drivers are up-date.
My system is :
Corei7 2.5 ghz
nvdia gtx950m
8 gb ddr3 ram
normal harddisk
1920x1080.
i choose all high settings.
What should i do ?

I need a little help i get around a good 10-14 fps but it lag and freezes some times.

@OP: Your CPU is barely enough to run PR.

@Kerven: Your CPU is exceptionally weak, but because it's an integrated one. Nothing you can do will allow you to play PR at a decent FPS, aside from getting new parts/computer.

I don't agree, OP has a far better laptop then I have been using for years.

2.4G P8600 Centrino 2 - 9600M GT - 4GB @ 1920X1080 but not on high!

Its been playable, so I wonder if his laptop in using the on CPU graphics not the discreet 950M? Check power settings. Try on low or medium makes almost no difference anyway.
