How do I get PR to work with Windows 10 Game DVR?

The game DVR works with almost everything: just push WIN + G and it pops up and it works just like the game dvr on the xbox one BUT you can use it on the computer through the Xbox app. (records the last 30 seconds of gameplay and you push a button and it can save the last 30 seconds automatically)

Now, I can get it to come up with the launcher program but it will never appear while the main game is running - even when in windowed mode.

I do meet the minimum requirements to be able to use the game DVR.

Any ideas here?
