SOLVED!
For me game is also started to work. I installed Visual studio 2015 (I need it for work and it needs c++ stuff..) and later I noticed I can install dirret 9x without any error any more.
i think this is what helped me, because after i installed Drago suggested graphic tools i got the same problem still.

Having these issues here as well, and really getting frustrated over the lack of support. It seems there are countless people having this problem. Just like everyone who's complaining, I'm running Windows 10, all the prerequisites installed, C++, .NET, directx_Jun2010_redist, ALL of my drivers are up to date, and I've added the PR to exclusion list in Norton
It simply doesn't work, and crashes right after launch. I see the main menu for what seems like half a second before it closes with the message that resources are getting cleaned.
I can't install DirectX 9.0c on Windows 10, each time I try to run the installer "dxwebsetup.exe" I get an error that I need to be running Windows 98, 2000, ME or XP in order to install. I tried installing the Graphics Tool as suggested, nothing works.

I've had the same issue on win 8.1 haven't been able to play PR since 1.3 came out, and been working on trying to figure it out for over a month. Much help hasn't come,other than from a volunteer on the support forums and a little from one tech. For me fine on one laptop and one desktop.
Make sure in case of problems that dx9, c++ and .net are installed. Some guys get issues with permissions to the mydox profiles folders.

i payed new laptop with my friend same laptop and same preice and same evry thing when we install PR my PR crash to desktop and my friend he played normal without problem !!!!!!!!!
