Project Reality mumble problem

Hello.
I played PR on my old computer which had W7 32 bit, and everything worked pretty good, had no problems at all.
Then I changed my pc spec and puted W8.1 on my pc and now my mumble doesnt work in game even thoug I downloaded latest version of mumble (1.2.10.)
Whenever I get into game and its my time to pick squad and stuff the game just like slows down like it laggs or something and my mouse moves with stutters and then usually like mutes it self and after some seconds it works normally but ofc without mumble..
Can somebody help me because I am not having fun at all!

make sure you have the latest windows 8 updates, and if you have an AV or firewall, whitelist prbf2.exe prmumble.exe and prlauncher.exe

post your specs as well
