1001: Error connecting to server. (11003) Issue

As the title states, every time I try to log in I get this error message.



I tried simply reinstalling the game, but when I try to retrieve my account I get the same thing. I made an offline account to check for updates, but everything seems up-to-date.
I also excluded PR from firewall and all antivirus programmes, but again to no effect.

I've been having this problem since I moved to Germany a couple of weeks ago. Before that it worked just fine on this same computer. Any ideas? Thanks in advance.

UPDATE: My Planetside 2 was also not working and constantly crashing so I have been trying to fix that as well. In my attempts I was finally successful and very happy to find out that my solution for PS2 was the same as for PR:

1.) Run CMD as administrator.

2.) Type in the following: netsh winsock reset

3.) Hit "return"

3.) The cmd command console will prompt you to restart your computer.

4.) After restarting your computer, open Planetside 2.
