Debug Error Message

So, I'm having issues with the Launcher. After pressing Play, then login and Launch, The Standalone player pauses mid-load and presents this:

I've tried looking for it, but I haven't found the file it says thats its trying to load. I'm not sure if its has to do having Windows 10 or if I missed something, but, here are the full specs for my Game:

Not sure if anything is wrong with it, or something, but I would like advice on what to do. Oh, and by the way, after pressing Try again or any other option, it Closes Resources and PR, just a side-note. Thanks for any advice.

your monitor has to be 60 Hz and matches your settings. is this a PC monitor or TV?

It is a TV.

unless your TV can run at a refresh rate of 60Hz, PR can't run on it unfortunately
