Strela SAM carriers having a turret inertion

Description:
Strela SAM carriers (Gaskin and Gopher) still have a turret inertion.
Steps to Reproduce:
Use one of those.
Tested On:
Local server and Pelitutka [FR] Test server, v 1.3.9.0
Map: Test Airfield AAS STD

Can confirm, makes using AAV against fast flying jets a pain in the butt
