Well its pretty easy to manually code more than 8 seats, but ye, the engine has, previously at least, always prevented players from being able to enter the 9th and above seat. But maybe something has changed since then, possibly with the move to standalone or something, and might be worth exploring again, but this was most likely just a freak instance where 9 players got in the same vehicle and can't easily be reproduced, but ye, will have to look into it more.
This wasn't in standalone, this was v1.21.

There were still only 8 in the vehicle, it just displayed 2-9 (rather than 1- 8) .

Nevertheless, I'm sure there are ways to kind of simulate having more than 8 players in a vehicle ;) .

reports from the players and from how it looks on the HUD, looks like there where actually 9 players in the vehicle.

ye well lots of things have changed since then, like the unlocking of 100p servers etc.

If it was a way somehow to do this with 9 seats across all helis/APCs etc that IRL can hold more than 8 people. I tell you it will make transporting a full man squad so much better in tight situations because it's always someone in your squad that gets left behind when you really need your full squad to come or the other question is since we cant have more than 8 people in a heli/ground asset why not limit squads seven people so transporting squads here and there across most ground/airtrans assets wouldn't be a issue anymore?

If we can make a decent way of doing that, that works every time and is straight forward for players, then yes, we would defiantly be doing this.

The helicopter was pulled in v1.3 IIRC. I had it saved somewhere, but I probably deleted it.

I'm pretty sure it's possible, but would require major reverse engineering efforts.

sounds like a lazy coding thing to me. 8 players and the engine maybe uses an byte to store the information if a seat is taken or not.
