Extreme lag while playing with good ping

I just downloaded PR for about the third time and every time I try to play I stutter or rubberband. The last game I played was 45 ping and I still suffered from the problem. Other games run perfectly fine but its just PR that suffers from this problem. Really want to play but it makes the game unplayable...
