I am attempting to use Battlefield Mesh Viewer, and after downloading the .ZIP file and runtime file, neither times of which it wishes to cooperate. After attempting to run BfMeshview.exe, it gives the error "Component 'MSCOMCTL.OCX' or one of its dependencies not correctly registered: a file is missing or invalid".
Any help would be greatly appreciated!

Well that error is saying you don't have the runtimes. Are you sure you extracted the files within the runtimes.zip into the same folder your extracted BFMeshView? Also you can't run BFMeshView from within the .zip, you need to extract everything into a folder together, like so:

I did extract the files yes, I put them in a folder on my desktop. Then after getting the error I put the runtime files in the folder like you have pictured and the same error occurs.
I am running Windows 10, might that be a factor?

Possibly, Win10 is a POS 
Could try running it in Win7 compatibility mode?
