Cannot use backup sights on guns only

So I've had this problem before 1.4.11 but just dealt with it. I think it happened around 1.4.9-1.4.10, I can still use C for changing views in emplacements and vehicles just not guns. I recently reinstalled the game yesterday but its still bugged.
