I was having this issue as well. Curiously, that doesn't seem to work on my 64-bit Windows 7. Trying PR again, it still crashes with pai-ms-win-crt-runtime-l1-1-0.dll missing instead.
What on earth did Mumble go through to bring these sorts of changes? This is not something I have run into before (though I had to do a fresh reinstall of just today).
