The simplest solution is to uninstall it through the Add/Remove Programs in your control panel, then install .NET Framework 4.5

Launcher Crashing / Not Starting [Solved]
If you're PR Launcher is failing to start and crashing right after you click it, then it may be because you have .NET Framework 4.7 installed which has some known issues on Windows 7 and Windows 8.1
The simplest solution is to uninstall it through the Add/Remove Programs in your control panel, then install .NET Framework 4.5
