game only loads one map in local server

i dont know what happen but after a few weeks of playing this game game,
when i create a local server to play with bots the game only loads Kokan map,
even if i load any other map it just loads kokan map then ctd.

the last thing i did on local server was that, i was playing on the kokan map and using rcon debug to spawn heli to learn how to fly.

plzz help.
