I've finally gotten OBS to record PR on my laptop, and since I couldn't find any information online (I got my solution by asking @Laurreth on the OBS discord, props to him) I'm posting my solution here.
1. Make sure you follow https://obsproject.com/wiki/Laptop-Troubleshooting if you have a laptop.
2. Run OBS as admin (!!!)

OBS doesnt like non-fullscreen pr , make sure you play on fullscreen. When i used OBS back then , I used Streamlabs OBS

StreamLabs OBS FTW -- but if you're just recording, you can have regular OBS set up with all your scenes and one or two necessary plugins if needed, for all your recording needs -- and also have StreamLabs OBS installed and configured for streaming only. Then you don't need to change profiles or scene selections/settings, just launch one for recording, the other for streaming.. Best of both worlds!
