OMAHA BEACH: Wehrmacht Ticket Bleed Problems

On Omaha Beach if the last two flags are captured by the US Army, Wehrmacht ticket bleed starts.

If the Wehrmacht then recaptures one of the two last flags, ticket bleed does not stop.

I believe if one of the last two flags is recaptured by the Wehrmacht then ticket bleed should stop unless this is the intent of the map.
