Kafr Halab No Out of Map Timer

Description:
Flying helicopters on Kafr Halab has no out of map timer (specifically set to 0). You can fly off map all you want even with passengers.

Steps to Reproduce:
Go fly trans on Kafr Halab. Works on AAS std and INS (std), didnt check the other layers.

Uhhh I don't have any videos but I did it on both players with friends. I only found out about it because the enemy trans flew into my main base

Tested On:
Kafr Halab AAS-64 & INS, =HOG=, PR v1.6.1
