I noticed this on many games. The finishing scoreboard for the team on the left hand side skips a number. Resulting in the left side showing 21 players and the right side showing 20 players.
In this example it skips number 15 on the MEC team. I saw it do this for multiple rounds.

Because number 15 is your commander

There's a commander player so it has room to show 21st player. Not a bug.
