v1.7.0.0 Cannot sign in to steam due to Error 503

Whenever I try to sign up my account in steam, I always get the Error 503 message.

I have not yet been able to come up with a solution after looking through the other forums with the same problem. I have tried using a VPN, and I have no antivirus software other than Windows Defender, and I have also checked my ISRG Root x1 Certificate which is there.

When I checked PRLauncher.log, though, I found this error message which I am not sure is pertaining to exactly.
