With this update we updated the requited .net Framework version to 4.7.2. Make sure this is installed on your system as Windows 7 does not come with it pre-installed.

EDIT: Update your NET Framework to 4.8 version. This fix my problem

Windows 8 support net 4.7.2, so it should work. However Windows 7 and 8 are both end of life and PR no longer gets tested on those operating systems
