Any repair kit can place a CSB in 4 seconds

Description:
Whether Great Britain or Taliban, any engineer with a repair kit can look at the dirt piles marking where CSBs can be placed, and start repairing it, resulting in a CSB appearing in 4 seconds.
This is based on a Reddit-thread, which I will link to, where I wrote a rather long reply with 4 bullets, resulting in this bug report.

Steps to Reproduce:
Use repair kit on a Close Support Bridge marker (dirt pile).

Tested On:
Musa Qala AAS std(64) local server, v1.7.4.5 1800 UTC 05-07-23
Also verified on around 10 other maps, but Musa Qala has a lot of CSB spots and Taliban.
I have not verified it on any dedicated servers.
