If you're running an old version of windows, then please upgrade to the latest windows 10/11. You also have to install dotnet 4.7.2 and latest vcredist x86.

i fix this by changing in C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Config\machine.config on machine.config.default
