Account banned, downloaded the game for the first time

I downloaded the game, downloaded the update, logged in to my Steam account, created a new online profile, and when I tried to log in to the server, it said that I was blocked. What was the problem? I had previously logged in to this Steam account and played in an offline profile on the tutorial server. I had also logged in to the server once from a test online account. The server had a large map and allowed me to fly.

Maybe the problem is that I'm from Russia? or the developers don't mind the Russian game community.
