Make sure you extracted the .zip file before starting the installation process. It is also possible the file was removed by your non-microsoft anti-virus.
Redownload the game using Torrent. If you point torrent to the directory you have downloaded files in and select the option not to create subdirectories, the torrent client will recheck file integrity and only download missing or corrupted files (you won't have to redownload everything twice).
