This will let you play with all kits when you create a local server.
You need to go to the following folder : \Battlefield2\mods\pr\python\game
Now you have two options. There is a file called realityconfig.py and another called realityconfig_test.py
Option A: open realityconfig.py with Notepad, you will see all the settings that control the server, each setting has a description that goes along with it, read carefully and adjust the things that you want, it is pretty self explanatory
Option B: the file realityconfig_test.py is an alternate set of server settings, you can simply rename this file to realityconfig.py (I recommend backing up the original first) and it will serve quite well for local server testing. Going this route will let you request any kit on a local server, and will also remove the 3 minute wait between kit requests and reduce spawn times to almost nothing among other things.
Bottom line, if you aren't comfortable editing the file just go with option B and do the renaming, you will have a workable test server when you open a local server. If you are comfortable editing the file, open the original with Notepad and go to town customizing as you see fit.
Have fun.

I've tried this, along with the suggestion here:

Still no joy. I get the "Get to a designated supply zone." message.

Nope, did not know that. Haven't player PR in a while, so things have changed quite a bit. I can get the kit and fly now, thanks. But now I have a new problem. When I'm in a heli, it'll speed up faster than should be possible. For instance, I was on Oman, flying a Blackhawk. Going straight is OK, but making a turn always causes the speed to shoot up, sometimes over 800 KH, and I crash. Happens so fast I don't even have time to take a screenshot before I'm toast.
