How about a system of applying and waiting for 30 seconds like the commander position?

You would need an ABR system on every server for it to work properly and you would have to throw an exception for people who just lost the kit (they would have priority). Then you could either do it by points or rank (I would like to see rank because it shows experience with the mod).

I am a master in PR, but my rank isn't very high.

Higher rank suggests more kills = Noob arcade jihad/Rambo player who only cares about points.

I think it's fine the way it is. As mentioned earlier, if someone sucks with it, then they will die quickly. They then have to wait three minutes, and in that time someone else can get it. I request the kit every so often, and if I don't get it, then I don't, if I do, then great. You should be more concerned about capturing CPs instead of getting the sniper kit.
