This right outta the PR guide so do this and there won't be a problem. I tried all the posts above exactly as they are shoen in the posts and none of them worked so follow this.
In order to fly a chopper or a plane you need a pilot kit. Follow these directions to be able to get this kit on a local server.
1.) Start your local server and open the console (~).
2.) Enter the following: sv.numPlayersNeededToStart 1
3.) Hit "Enter". Game should now start with a 90 second wait time.
4.) Create a squad.
5.) Request the pilot kit near your main flag.

A few helicopter exercises:
1. Fast extraction - Fly at high velocity to an extraction point of your choice (preferably flags), land as quickly as you can, wait 3 seconds then take off and return to base/helicopter pad. Repeat.
2. Ultra-low altitude flight - Fly between 1-5 meters off the ground at medium to high velocity.
3. Evasive maneuvers - Imagine someone is shooting at you and try to get away as fast as possible, doing various maneuvers to avoid the enemy "fire".
4. Low altitude flight in a jungle map - Same as 2. except in a jungle map. Try flying 1 meter above the trees, or even between them if you're skilled enough.
5. Hovering - One of the most crucial skills for a helicopter pilot. You should preferably not exceed 10-20 KM/H.
6. Circle strafing - Strafe in one direction while you turn the helicopter in the opposite, try to keep your crosshair fixed on one spot.
7. Flying under/very close to objects - Try flying under bridges or between tight passages. Very useful.
These should get you started.

Some good tips there.
Once you have mastered solo flights, go into a near empty server, like 5 players or so and create a squad called chopper test.
Tell the other players you're trying out some flight tactics and ask them to shoot at you, be passengers on your combat landings, and generaly make a nuisance whilst you are flying at high speed or straffing something.
Ask a few of them to hide on rooftops and tell them your flight path, then fire at you without telling you, this will teach you good evasive maneuvers, spinning around and taking them out.
And as the guide says, stay low.

A local Server is ok - but you need Targets & to be Attacked yourself to really practice
Two Very good maps to start you of on basic flying:
Go to here:

And download the following maps:
Red Dawn
This is a good map which plays in SP VBF2 but is crammed with Jets, so is good to get to grips with basic jet flying.
Heli Wars & Fushe Chop
A map that is crammed with Attack Helos, again good for getting the basics right
These maps are as I say VBF2, but TBH will improve your skills as a pilot, and not be embarrising for you doing it online, and TBH the Bots are OK?
You even spawn in a Jet/Helo
Once you have mastered that - bump your SP Settings up to expert etc etc, and train again.
I guarantee you will have improved in a week.
Then just get to grips with the suttle changes in PR.
