I think that there are more reasons than lack of cash to just talk rather than listen. Children might feel they would be taken less seriously if they talk, women might feel they would get hit on in a male-dominated game. You might find it amazing, but some people just lack the general confidence to talk to complete strangers! On the other side, I can't see any real reasons to turn off your VOIP so you can't hear your squad, and particularly your squad-leader though (reasons that wouldn't require you to turn off your speakers, anyway). Well, I suppose people might have had problems with idiots hurling abuse at them (I haven't had or heard of this problem so far), but the cure for that is easy enough: kick from squad or change squad.
