high ping sometimes?

On some big maps with lot of bamboo or trees/grass my ping goes up to 200-400 for some time and game becomes unplayable because you cant aim,move...properly,but then it drops below 100 after some time and I can play normal. I have set everything on high details,but I have P4 3.0 ghz dual core,2 GB ram,7600gt 256mb...so I don"t think that my PC can"t handle it,is it about my internet connection or what(speed is 12.0 mb per sec)?

Ping is distance, not totally dependant on bandwidth.
