I was rather disappointed when i saw the SVD sniper does not get binoculars.

Insurgent Sniper SVD

This Insurgent Sniper kit uses the SVD Dragunov and is found in weapons caches in all Insurgent maps.

Kit

* Knife
* Pistol (2+1 magazines)
* Dragunov SVD (1+1 magazines)

I always spot with the binoculars on account of they have

bigger field of vision
a little more zoom

so can we add the binoculars to the SVD sniper?

The 0.6 changelog is still work in progress but I still doubt they'll add binoculars for insurgent snipers... Get a civilian to be your spotter; they're the only class to receive binoculars...

You can get binoculars at the market, mabye cheap ones, but they still magnify.

According to the new loadout sheet both types of insurgent sniper get binocs. In fact most classes get them now.
