this weapon is obviously an armageddon as far as firepower goes.. but is also a kool thing, and as some of u have said i think it would only be usable in this manner or it would become the "spam" or "noob" bomb.
A. location "painted" with a laser designator from certain kits that only pilots can see on the map, so he knows where to drop it from the intel on the street reducing tk.(perhaps even having a audio in the plane indicating a aquired target or have a independant waypoint for the target seperate to the leaders waypoints)
B. taking several minutes to reload, so the payload is a expensive item to use(expensivly boring to reload), rather then having them reload fast and them being drop on control points randomly just for free kills.
OR use the artillery way, so a commander places it and maybe having a AI plane fly passed the map just as a "animation" and having a loud distinctive engine sound so people have a few seconds warning to run if they can.

Before the boots hit the ground, artillery and air softens the target if possible. Rockets, bombs, and yes - cluster munitions have been dropped by the boat load on urban environments. One of the hazards our guys faced taking Iraqi cities in the initial push to Baghdad was unexploded munitions from cluster bombs.
As far as the topic goes - these would be way to overboard in game. Work on thermobaric weapons to use on the destructable houses instead.

Well in Combat, it has been proven in WW2 that Airpower is a Great help towards victory, look into Germany just after D-Day, Allied Air Superiority meant the Fighter bombers could go around Rapeing German Panzer Columns, this then made the Footsoldiers and other units on the Grounds jobs Much,much Easier. Its the Same thing in modern Combat, he who controls the skies, controls the Ground.

These would only be used in urban environments when recon/intelligence has proven the area to be clear of innocents. Obviously intel can be wrong, but no current global power would sanction using ordinance like this if there was a chance of civilian casualties.
The US may take great delight in using long range weapons on their enemies, but even they wouldn't use a cluster bomb on an insurgent house if the next building over was a school.
If they add civilians to Basra, then they need to take out the A10 imo. And I don't think these cluster bombs should be common on maps either, air rapage is nice, but it has it's place, too much of it and well.. whats the point in playing if you keep dieing to an unseen enemy.

this is going to b highly dificuly with the implementation of the civilian class... HUGE casualties.
i think painting a target with the laser designator would b the better then a plane bombing on a random estimation, so if sumthing he could c on the map he could line himself up with it atleast and just remember if the enemy organise AA protection on certain areas, it could severely reduce probrability of it being droped adding more team work and strats
