Since these are larger battles, special operations units usually don't engage in them. The amount of time and government funding that goes into training these guys -- it would be a shame if they get clipped by a stray bullet on a battlefield where they aren't very useful.
The type of thing that specops units do isn't really available in BF2 anyhow (aside from destroying enemy assets.. although I'd say that there's a wee bit more to it than in BF2
