I suggest that the Militia hava a *special* RPG that they can pickup

it can explode above the ground at 100m away it can also have a SOFLAM in the kit so they can see 100m away, or a small scope with a distance finder?

different warheads for the RPG-7 have been suggested before.
if these warheads where introduced the RPG would have to be totally remodeled as the dice model cant be edited. and im not really a big fan of this idea for many reasons to list.
ill leave this open for now, unless it gets uncivil.

The Rpg's does have quiet a good explosion radious already, But i suppose if you shot one of those in the air, and right before it hits the ground it exploads, same princip as a frag grenade, if u throw it far up in the air, it usually exploads before reaching the bloody earth, this rpg could use the same princip, just bigger explosion and higher radious...

The RPG's purpose with the PG-7V warhead (which I believe is the version in PR, could be the PG-7VL) is anti tank. It can be used in the anti infantry role, as can any other anti tank rocket launcher, but it is definetly not its intended use.
As an extremely limited kit (1, max 2 per map) it could be useful in some situations. However, that would make it alot of work for a fairly small gain.
The key to modernising any weapon is covering them in glue and tossing them in a barrel of M1913 rails until they look "Modern" enough.

I wish i knew exactly where but ive seen many military men call the RPG a rocket propelled grenade(military channel,history channel,discovery,internet,ect...) and if you type it in google or anywhere else you get the RPG. So my thing is hasn't it been called that enough and known for that world wide that it has in fact become that??
EDIT: I just searched gogle for Ruchnoy Protivotankovy Granatomyot and only a few pics of the RPG came up but when i searched for rocket propelled grenade i got so many pics of the RPG i could have started a museum.
