If the coalition are having trouble defeating them (using their state of the art equipment), what gives the Militia a chance? The insurgency would not strongly attack an enemy, it is a rebel force defending its homeland. The Militia would also have no reason to attack the insurgency as they stand only to be fought by the coalition AND Insurgency.

IIRC, devs have already said that this cannot happen because it would interfere with the Team 1 and Team 2 weapon requests and other things that I have no clue about. Theres no reason why rival paramilitary groups wouldn't fight each other.
Why do we need to involve the Coalition forces in any of this. Or, we could have a coalition supported insurgency/malitia fighting an indipendent force who's objectives dont fall in line with those of the coalition. Embedded SF gets an M4 instead of an AK101 or an M14 or FAL or something instead of an SVD, and woosh-bang, you've got a western supported unconventional force.
Or You could have two idipendent unconventional factions, for example Malitia vs insurgents. The malitia represent the armed forces of some -stan somewhere in the world while the insurgents represent an uprising.
Dont have such a narrow view point.
The key to modernising any weapon is covering them in glue and tossing them in a barrel of M1913 rails until they look "Modern" enough.
